Fundamental First Aid will bring all required training materials and equipment to certify your team in WorkSafeBC Occupational First Aid Level 3 (Advanced First Aid) right on-site, making it easy to train multiple attendants at once with minimal disruption to operations. This option is popular for employers across Surrey City Centre, Guildford, Fleetwood, Newton, Cloverdale, and South Surrey, as well as nearby areas like Delta, Langley, and Burnaby.
What is OFA Level 3?
OFA Level 3 is the most advanced first aid certification under WorkSafeBC’s Occupational First Aid Regulation. This 70-hour program is built for designated workplace attendants who may be responsible for emergency care at large worksites, higher-risk environments, or locations where access to advanced medical care may be delayed.
The course covers advanced emergency medical procedures for serious trauma, medical emergencies, and environmental exposure. You’ll learn how to assess a patient, manage airway and breathing concerns, control bleeding, treat shock, and stabilize injuries until BC Emergency Health Services arrives—or until safe transportation to a medical facility can be arranged.
OFA Level 3 training is highly hands-on and focused on real-world decision-making. In our central Surrey classes—convenient for students coming from Surrey City Centre (Whalley), Guildford, Fleetwood, Newton, Cloverdale, and South Surrey, and easily accessed via Surrey Central and Gateway SkyTrain stations—you’ll build the confidence to lead care in demanding, fast-moving workplace scenarios.
Who Needs OFA Level 3 Training?
OFA Level 3 certification is required for first aid attendants working at high-risk or less-accessible worksites as defined by WorkSafeBC. In and around Surrey and the Fraser Valley, that often includes:
Construction sites and industrial projects (high-rises, roadwork, civil projects)
Warehousing, distribution, and logistics yards (common in areas like Port Kells, Bridgeview, and the Scott Road industrial corridor)
Forestry and logging operations (often staged out of the Lower Mainland but operating in remote regions)
Remote worksites without quick access to hospitals or reliable ambulance response times
Utilities, marine, and field operations (including river and port-adjacent work along the Fraser River)
Oil and gas and mining projects (typically outside Metro Vancouver, but staffed by local workers)
Film and production crews working on-location outside the city or in challenging environments
WorkSafeBC requires employers to ensure an appropriately trained Occupational First Aid Attendant is available on site. For higher-risk operations—or where access to advanced medical care may be delayed—that often means having an OFA Level 3 attendant ready to lead emergency care until professional medical services take over.
What You’ll Learn in OFA Level 3
The OFA Level 3 course provides extensive hands-on training in advanced emergency medical care. You’ll learn both the theory and practical application of life-saving techniques through a mix of classroom instruction, skill stations, and realistic emergency simulations.
At our central Surrey training location—conveniently accessed from Surrey Central / Central City and just minutes from both Surrey Central and Gateway SkyTrain stations—students develop the confidence to respond effectively to serious workplace incidents, whether they work locally in Surrey’s industrial areas or travel to remote job sites across BC.
Course topics include:
Scene assessment and hazard management
Advanced patient assessment and record keeping
Critical airway management and rescue breathing
Cardiopulmonary resuscitation (CPR)
Use of oxygen therapy and suction devices
Managing head, neck, and spinal injuries
Fracture and dislocation management (splints and traction)
Major bleeding control and wound care
Shock management and vital sign monitoring
Managing medical emergencies (diabetic emergencies, seizures, stroke, etc.)
Safe patient packaging and transportation
Coordination with emergency medical services
Throughout the course, you’ll take part in practical exercises that mirror real worksite emergencies—especially the types of incidents that can happen in construction, logistics, utilities, and industrial environments common throughout Surrey and the Fraser Valley. By the end of the program, you’ll be able to complete thorough patient assessments, manage multiple casualties, and document your care according to WorkSafeBC standards.

This certification is recognized across British Columbia and qualifies you to serve as a designated first aid attendant for workplaces requiring an OFA Level 3 attendant.
Why OFA Level 3 Matters
High-risk worksites require more than basic first aid knowledge. When a serious injury happens—especially at a site where ambulance response may be delayed—the first aid attendant becomes the critical link between the patient and professional medical care.
OFA Level 3 training prepares you to:
Provide advanced care while awaiting transport or EMS arrival
Manage multiple patients during complex incidents
Recognize and respond quickly to life-threatening conditions
Maintain accurate records and communicate clearly with medical personnel
This matters in real workplaces across Surrey and the Fraser Valley—from busy construction zones and industrial yards to crews travelling out of the Lower Mainland for remote projects. In many cases, the actions of an OFA Level 3 attendant can make the difference between a full recovery and a long-term disability. This course builds the skill, confidence, and professionalism required to take charge when it counts.

All employers in British Columbia who have more than 10 employees working at the same time are required to have a certified Occupational First Aid (OFA) attendant on site. The number of attendants, and the level of certification required by the attendants, is determined by 3 factors as outlined in Schedule 3-A of the WorkSafeBC OHS Regulation:
- Number of employees working at the same time
- Distance to the closest hospital (via ambulance)
- Risk of injury at the worksite (low risk, moderate risk, or high risk)
In order to determine whether your work site is low risk, moderate risk, or high risk, you will need to refer to the WorkSafeBC website to find your classification unit by clicking here.
Once you know your risk classification, click here to check Schedule 3-A to determine your minimum level of first aid. You may only need Level 1 or Level 2 first aid.
