What is OFA Level 3?
OFA Level 3 is the most advanced first aid certification under WorkSafeBC’s Occupational First Aid Regulation. It is a 70-hour course designed for designated workplace first aid attendants who are responsible for providing care at large, high-risk, or remote worksites.
The course covers advanced emergency medical procedures for trauma, illness, and environmental exposure. Students learn to assess, manage, and stabilize patients until professional medical services can take over or transportation to a medical facility can be arranged.
OFA Level 3 training emphasizes real-world decision-making, hands-on skill development, and the ability to manage emergencies in challenging environments.
Who Needs OFA Level 3 Training?
OFA Level 3 certification is required for first aid attendants working at high-risk or less accessible worksites as defined by WorkSafeBC. These include:
Construction sites and industrial projects
Forestry and logging operations
Remote worksites without quick access to hospitals or ambulance service
Oil and gas operations
Mining, utilities, and marine worksites
Film and production sets operating in remote areas
Employers are required by law to ensure that an appropriately trained Occupational First Aid Attendant is on site. For high-risk or remote locations, this means an OFA Level 3 attendant.
What You’ll Learn in OFA Level 3
The OFA Level 3 course provides extensive hands-on training in advanced emergency medical care. Students learn both the theory and practical application of life-saving techniques through a combination of classroom lessons, skill stations, and simulated scenarios.
Course topics include:
Scene assessment and hazard management
Advanced patient assessment and record keeping
Critical airway management and rescue breathing
Cardiopulmonary resuscitation (CPR)
Use of oxygen therapy and suction devices
Managing head, neck, and spinal injuries
Fracture and dislocation management with splints and traction
Major bleeding and wound care
Shock management and vital sign monitoring
Handling medical conditions such as diabetic emergencies, seizures, and strokes
Safe patient packaging and transportation
Coordination with emergency medical services
Throughout the course, students participate in practical exercises that mirror real worksite emergencies. By the end of the program, you will be able to perform comprehensive patient assessments, manage multiple casualties, and document your findings according to WorkSafeBC standards.
Course Duration and Certification Details
The OFA Level 3 course is delivered over approximately 70 hours, typically spread across 10 classroom days.
Key details:
Duration: 70 hours (approximately 2 weeks)
Format: Classroom instruction and hands-on practice
Certification Exam: Written and practical evaluation by a WorkSafeBC examiner
Certification Validity: 3 years
Prerequisites: None required (students must be at least 16 years old)
Upon successful completion of the written and practical exams, participants receive an Occupational First Aid Level 3 Certificate issued by WorkSafeBC. This certification is recognized across British Columbia and qualifies you to serve as the designated first aid attendant for OFA Level 3 worksites.
Why OFA Level 3 Matters
High-risk worksites require more than basic first aid knowledge. When an injury occurs in a location that is far from emergency medical services, the first aid attendant becomes the critical link between the patient and professional care.
OFA Level 3 training ensures that first aid attendants can:
Provide advanced medical care while awaiting transport
Manage multiple patients during complex emergencies
Recognize and respond to life-threatening conditions
Maintain accurate records and communicate effectively with medical personnel
In many cases, the actions of an OFA Level 3 attendant can mean the difference between recovery and long-term disability. This course gives you the skills, confidence, and professionalism required to meet that responsibility.

All employers in British Columbia who have more than 10 employees working at the same time are required to have a certified Occupational First Aid (OFA) attendant on site. The number of attendants, and the level of certification required by the attendants, is determined by 3 factors as outlined in Schedule 3-A of the WorkSafeBC OHS Regulation:
- Number of employees working at the same time
- Distance to the closest hospital (via ambulance)
- Risk of injury at the worksite (low risk, moderate risk, or high risk)
In order to determine whether your work site is low risk, moderate risk, or high risk, you will need to refer to the WorkSafeBC website to find your classification unit by clicking here.
Once you know your risk classification, click here to check Schedule 3-A to determine your minimum level of first aid. You may only need Level 1 or Level 2 first aid.
